RxNorm: resolve name/id → RXCUI

Resolve a drug NAME or an external identifier (NDC, etc.) to RxNorm concept ids (RXCUI). Returns spelling suggestions when a name has no match.

Pass `name`, or `idType` + `id`. Set `prescribableOnly` to restrict to the Prescribable RxNorm subset.

Name	Type		Description
name	string	optional	Drug name (use this OR idType+id).
idType	string	optional	External id type, e.g. "NDC", "MESH".
id	string	optional	The identifier value.
prescribableOnly	boolean	optional	Prescribable RxNorm subset. Default false.
